Seattle walks back plan to lower fees funding affordable housing

Just days before a proposed agreement to lower developer fees that support affordable housing was set to be made public, Seattle City Hall has decided to step back from the plan. The fees, known as the Mandatory Housing Affordability program, require developers to either pay into a city fund or include below-market-rate units in new projects. The revenue from these fees is a key source of money for building and preserving affordable homes across the city.

The proposed reduction was seen as a way to encourage more construction during a period of high interest rates and rising costs. Supporters argued that lowering the fees would make more projects financially viable, ultimately increasing the housing supply. However, critics warned that cutting the fees would starve the affordable housing program of much-needed funds, especially as the city faces a deepening homelessness crisis and rising rents.

City officials have not given a clear reason for the sudden reversal. Some insiders suggest that last-minute pushback from housing advocates and some council members caused the administration to rethink the move. Others point to concerns that the deal had not been fully vetted by the public or key stakeholders. The decision leaves developers and housing advocates in a state of uncertainty, with no clear timeline for when or if a revised proposal will emerge. For now, the existing fee structure remains in place, and the future of the proposed reduction is unclear.
